Restoration approach
Alianza por el Millon seeks to reforest 1 million hectares by working on the following four “components”:
- Conservation of natural forests
- Forest restoration for commercial use
- Restoration of riparian forests
- Restoration of degraded lands
More specific restoration approaches include:
- Agroforestry and silvopasture systems on degraded land
- Profitable commercial forest plantations with fast-growing native and exotic species
- Ecological restoration of protected areas
- Natural regeneration
- Creation of biological corridors
- Forest enrichment within buffer zones as well as protected areas
Currently, all Alianza restoration projects are being carried out by two of its five managing members – the NGO National Association for the Conservation of Nature (ANCON) and Panama’s Ministry of Environment (MiAMBIENTE). The National Association of Reforesters and Allied Products of Panama (ANARAP), Industries and Agriculture Chamber of Commerce of Panama (CCIAP) and Ministry of Agricultural Development (MIDA) are also managing members.
Panama’s Alianza por el Millón is supported 22 institutional partners (including banks and NGOs), 21 corporate partners, and 3 media partners.
Panama also has a REDD+ program that promotes and strengthens capacities for sustainable forest management and conserving natural forests for the benefit of rural communities.
Among its components, Panama is pursuing restoration through a productive approach.

Objectives
Panama joined Initiative 20x20 in 2016 with a restoration pledge of 1 million ha to be restored over the next 20 years. Panama has enacted its public-private initiative, Alianza por el Millón, which was founded in 2014.
Panama is working on restoration to achieve:
- Reduction of the deforestation rate of natural forests
- Carbon capture/climate change mitigation
- Protection of water resources
- Improvement of productivity of agricultural systems
- Improvement of the population’s livelihoods and economic situation
- Conservation of biodiversity
Financing mechanisms
Incentives for forest restoration have been proposed in Bill No. 469 of Panama’s National Assembly.
Financing for the Alianza por el Millón comes from the program’s many corporate and institutional partners.
